POEA: No more lining up for OFWs

Overseas Filipino workers on vacation need not line up at offices of the Philippine Overseas Employment Administration to secure an exit clearance as a requirement when they return abroad.

“They can even get their OECs (overseas employment certificates) from the embassies at their places of deployment so that when they come home, all they have to pay attention to is their families,” POEA Administrator Rosalinda Baldoz told abs-cbnNEWS.com.

She said that the agency has tapped the services of Teleserve Express Delivery System (Teleserv) who will delivers the OECs to the homes of OFWs in the Philippines.

Baldoz said Teleserv has two types of services for OFWs. These are the two-way and one-way services.

In the two-way service, the OFW calls up the Teleserve hotline at 737-777 for requirements on being a balik-manggagawa (return worker). A fee is then paid to LBC, Teleserv's accredited courier.

Teleserv will forward the documents and fees to POEA central office for processing. Once the exit clearance is released, Teleserv will send it to the client through LBC.

The one-way service, meanwhile, can be availed by the OFW at the POEA central office in Mandaluyong City. A Teleserv branch is located at the building where OFWs can submit the requirements. After processing the clearance, Teleserv send the document to the OFW through LBC.

OFWs from the Middle East interviewed by abs-cbnNEWS.com said that if POEA could make the service work at a minimal cost, it would be an advantage to migrant workers since they will no longer line up for a day to secure an exit clearance.

Baldoz said the POEA is planning to issue a multi-exit clearance that is valid for a year from the date of issue. She said this will allow an OFW to leave the Philippines more than once in a span of 12 months without lining up again for an exit clearance.

Those who are qualified for the multi-exit clearance are airplane cabin crew, flight attendants, off-shore workers and other classifications with short duration of deployment and frequent vacations or renewal of contracts, Baldoz said.

Baldoz said that POEA will also expand its services for the Balik-Manggagawa Center to include an expansion area at the agency's central office at the lobby of the Blas F. Ople Building.

She added that POEA will continue to issue exit clearances for the returning workers in all its regional offices, deputized OWWA offices and satellite and mall processing units at SM mall branches in Cebu, Davao, Iloilo and San Fernando, Pampanga.

POEA regional offices are located in San Fernando, La Union; Baguio City; Clark Field, Pampanga; Calamba City; Legazpi City; Tacloban City; Cebu City; Iloilo City; Bacolod City; Davao City; Cagayan de Oro City; Cagayan de Oro City and Zamboanga City.
